Sync Over WiFi Only [Tablet App]

The Sync Over WiFi Only option under Device Settings will restrict syncing of Sites and Surveys.

Sync over wifi will only support syncing when the tablet app is connected to a WiFi network. Syncing will not not supported using cellular data

This prevents any disruption of data while on a spotty cell network.
